Technical Report ·
OSTI ID:5599991

The objectives of the pilot program were to develop, test, and demonstrate organizational arrangements for accomplishing a Comprehensive Community Energy Management Program (CCEMP) in communities; to facilitate comprehensive community energy management through dissemination of methodologies and the results of applying these methodologies, and to develop information for future federal policy related to CCEMP. The Academy for Contemporary Problems contracted to monitor and evaluate the program. This report presents the Academy's findings and conclusions on the CCEMP pilot programs. Chapter II provides a synthesis of insights gained from the community experiences. Chapter III discusses approaches and topics in evaluating the pilot program. Chapter IV discusses the background and methodology of community energy planning. The findings are summarized in Chapters V to X and Chapter XI examines the factors contributing to different plan outcomes, providing an overall synthesis and program evaluation. Detailed action plans for ten cities, three counties, and three regions are given in the appendix. (MCW)
