Recommendations for improving the effectiveness of federal low-income weatherization and energy-assistance programs

Background information and evidence of energy savings support the Alliance to Save Energy's evaluation of the cost-effectiveness of several state weatherization and retrofit pilot programs. Programs to improve the efficiency of home heating systems were found to be more cost-effective by a factor of four than weatherization of the building shell. Simple administrative procedures can enhance the economic advantages of heating-system retrofit programs. The report also notes desirable regulatory changes and financing needs. 3 figures, 1 table.
