Appropriate technology small grants program in Washington State. Final evaluation, 1979-1984
The Appropriate Technology Small Grants Program was initiated nationwide in 1979 to encourage the promotion, development, and demonstration of small scale, energy-related technologies. The program was administered by the Department of Energy (DOE) regional offices. A total of 94 grants have been awarded in Washington State. The DOE Region X Office decided to decentralize the program's administration for the 1980 and 1981 funding cycles. The program officially closed on September 30, 1984. Purposes of the evaluation are to determine how well the program met its goals; elucidate factors which contributed to both successes and problems among the projects receiving grants; and recommend specific changes that would improve the program if it were to be conducted again. The evaluation focuses in turn on the design, the implementation, and the outcomes of the program. In this executive summary, strengths and weaknesses are described for each of these program phases. The major recommendations are also summarized.
