The proliferation of environmental issues in the border area results not only from the very nature and size of growth in the region or from the impact of such growth, but also from other anthropogenic sources external to the region that have or may have a significant environmental impact in it. The purpose of this work is to (1) to take stock of current and emerging transboundary resource and environmental issues and (2) to analyze what type of institutional entities will be necessary to deal with those issues in order to secure the necessary bilateral or even trilateral cooperation.
