Comment on economic implications of mandated efficiency standards for household appliances

This brief analysis highlights the difficulties encountered in using mandated standards to save energy. Since standards affect energy use in only certain specified activities, substitution of other, less energy-efficient activities may raise fuel consumption. Thus, the effect on energy use of mandated standards is not measured by the reduction in the energy consumption of those appliances on which standards have been imposed, since the reduction may be at least partially offset by the increased energy consumption of other appliances. The advantage of using the price mechanism to reduce energy consumption lies in its effect on all energy-using activities. 9 references, 3 figures.
