Need for common sense in gas energy regulation

Because adequate development of the demand side of the US gas industry is urgently needed to ensure the continuing growth of the supply side, state regulators must allow distribution companies to strengthen their systems and expand their markets. Regulatory policies should (1) add predictability to utility earnings, (2) provide adequate rates of return to reduce financing costs, and (3) allow the promotion of gas as an option to imported oil. Achieving a regulatory climate that will enable the gas industry to provide efficient service requires all the elements of the industry to work together for the good of the consumer, the industry's interest, and the well-being of the nation.
