Title: US Environmental Protection Agency has announced its approval of a revision of the Virginia State Implementation Plan (SIP)

Abstract

The US Environmental Protection Agency has announced its approval of a revision of the Virginia State Implementation Plan (SIP), which becomes effective 1/31/80. The revised SIP would require the Virginia Department of Highways and Transportation to use a total of 10% of cutback asphalt and would limit its use to 4850 tons/yr in the Richmond, Suffolk, and Fredericksburg Highway districts, thereby reducing nonmethane hydrocarbon (NMHC) emissions by 1931 tons/yr. Hampton roads Energy Co. would be required to meet the NMHC emission limits of 1293 tons/yr for its proposed refinery storage facilities, process combustion, and other sources at Portsmouth, and 176.5 tons/yr for the terminal.
