This paper reports on the Re-usable, In-situ Verifiable, Authenticated Sea System (RIVA) which provides applicable agencies in the U.S. Government and in the International arena, with a secure sealing system for a wide variety of applications, including treaty verification, arms control, and international safeguards. The system consists of a number of RIVA fiber-optic seals and a PC-based verification system that is used to initially program each seal, and at a later time, to provide a positive indication as to all the seal's integrity and identify, in a time-related manner.
