The building energy efficiency project: a private sector response to the opportunities for increased building energy efficiency
The rationale, scope, and approach of the Building Energy Efficiency Project are presented. The project proceeds in two phases: strategy development and implementation. Strategy development divides the building stock into discrete market segments, targets the most promising opportunities for energy efficiency, and develops innovative approaches for realizing the targeted opportunities. The project is currently at the midpoint of strategic development: detailed segment analyses have begun. Building stock was segmented according to building type, as specified. An OTA report studying the impact of several factors and conditions on energy efficiency caused the Project to identify stock and market variables which could influence the level of energy savings. Booz-Allen consultants were hired to develop estimates of the potential reductions in energy use in market segments. A survey was taken to check the consultant evaluation.
