Title: Evaluation of the State Energy Conservation Program from program initiation to September 1978. Final report

Abstract

The State Energy Conservation Program was established in 1975 to promote energy conservation and to help states develop and implement their own conservation programs. Base (5) and supplemental (3) programs required states to implement programs including: mandatory thermal-efficiency standards and insulation requirements for new and renovated buildings; mandatory lighting efficiency standards for public buildings; mandatory standards and policies affecting the procurement practices of the state and its political subdivisions; program measures to promote the availability and use of carpools, vanpools, and public transportation; a traffic law or regulation which permits a right turn-on-red; and procedures to carry out a continuing public education effort to increase awareness of energy conservation; procedures which promote effective coordination among local, state, and Federal energy conservation programs; and procedures for carrying out energy audits on buildings and industrial plants. All 50 states and Puerto Rico, Guam, the Virgin Islands, American Samoa, and the District of Columbia participated in the program. The total 1980 energy savings projected by the states is about 5.9 quadrillion Btu's or about 7% of the DOE projected 1980 baseline consumption of just under 83 quads.   • The State Energy Conservation Program (SECP) was established on December 22, 1975, by the Energy Policy and Conservation Act (EPCA), which created the base program. The enabling legislation, Part C of Title III of the Act, was subsequently amended on August 14, 1976, by Part D of Title IV of the Energy Conservation and Production Act (ECPA), which created the supplemental program. The overall goal of the legislation was to obtain at least a 5% reduction in projected 1980 energy consumption. The program was designed to promote energy conservation and to reduce the growth rate of energy demand by enablingmore » the states to develop and implement their own conservation programs. The base and supplemental programs required states to implement eight programs which are listed. During 1978, Energy and Environmental Analysis, Inc., under contract to the Office of State Grant Programs (OSGP), conducted an independent evaluation of the implementation of the State Energy Conservation Program from the program initiation to September 1978. The purpose of this effort was to evaluate the operating effectiveness of state energy conservation activities and recommend program improvements. Effectiveness is defined as the ability to reach program objectives as required by the original legislation and the guidelines as set forth by DOE. The evaluation was based upon information collected from April to December of 1978. This document is the final report of the evaluation team.« less
  • The purpose of this study is to evaluate and validate the effects of SECP on energy consumption. The evaluation and validation of a State's energy conservation plan require an in-depth examination of all phases of the plan. A workbook and a set of questions for each State were prepared and presented to DOE in January 1979. This workbook details our understanding of the 1979 and 1980 energy savings estimation methodologies, data sources and assumptions as of that time was prepared as a focal point for further study. Portions of New York's SECP workbook entitled Primary Program Measures of the Newmore » York State Energy Conservation Plan are attached to this executive summary. The detailed examination of each State's plan focuses on: the effectiveness of the 1979 energy savings estimation methodologies in measuring the savings of the target populations of the program measures and the ability of the State to meet 1980 energy savings projections based on the level of savings estimated for 1979; whether or not the program measure is cost-effective, assuming that the 1979 energy savings estimates are valid; because of the absence of available data on private sector expenditures we have focused primarily on federal grant dollar expenditures; and the validity of the data used in the methodologies.« less
  • The purpose of this study is to apply the methodologies developed in the Energy Conservation in Coal Conversion August, 1977 Progress Report - Contract No. EY77S024196 - to an energy efficient, near-term coal conversion process design, and to develop additional, general techniques for studying energy conservation and utilization in coal conversion processes. The process selected for study was the Ralph M. Parsons Company of Pasadena, California ''Oil/Gas Complex, Conceptual Design/Economic Analysis'' as described in R and D Report No. 114 - Interim Report No. 4, published March, 1977, ERDA Contract No. E(49-18)-1975.   • Reported are the activities of the third year's operation from December 1977 through December 1978, of the State Energy Conservation Program. Included are discussions regarding estimates of the energy conservation achieved, the degree of state participation and achievement, and descriptions of innovative energy conservation programs undertaken by states. At the end of 1978, thermal and lighting energy efficiency standards had been authorized or adopted in 43 states and territories, and actions in another 2 states are pending. Government procurement policies met requirements in all but 3 states, and the public education program requirement has been met by all but 2more » states. Those states which did not meet these requirements in 1978 have established action plans with milestones to assure full compliance in 1979. All states and territories have met requirements for the remaining mandatory measures programs to promote the availability and use of carpools and vanpools and right-turn-on-red after stopping.« less
  • The potential for space heating energy conservation available through retrofitting existing buildings is much greater than that arising from energy conscious construction of new buildings. This mandates development of energy and cost effective retrofit energy conservation systems for existing buildings. This report describes a feasibility study of what can be done for existing buildings and how energy and cost effectively it can be done. The study consists of a survey of existing buildings in New Mexico; a survey of retrofit energy conservation systems being used already; a design study of thermal envelope improvements, furnace modifications, solar heating systems, and fireplacesmore » or wood stoves; and a performance and cost analysis which assesses the relative energy and cost effectiveness of the various retrofits.« less
