Methodology for development of scenarios for nuclear power plant emergency exercises

The purpose of conducting an annual emergency preparedness exercise is to test the ability of all nuclear response organizations to respond adequately to an emergency situation in progress. The scenario is the core around which the exercise is organized. The participants in the exercise, including utility plant staff, off-site utility support personnel, as well as state, local, and federal agencies, must all be challenged by the events that unfold in the scenario. An improbable scenario must be developed to simulate a substantial radiological release in order to require simulation of protective action of the general public. The criteria and guidelines for accomplishing all the component portions of emergency exercise scenario development are described in this paper.
