The report describes the monitoring and sampling system included in the ML-1 installation at the National Reactor Testing Station in order to control atmospheric releases of radioactive effluents. A summary is included of the regulations governing release of radioactive effluents at the NRTS, with extracts from the AEC-IDO Manual dealing with accidents and exposures to radiation. The ML-1 monitoring and sampling system is described and the parameters influencing the sensitivity of monitoring devices are analyzed, together with anticipated problem areas. The derivation of analytical equations for the ML-1 monitoring system and sample calculations are presented, together with the computer programs used for analysis of the system.
