Title: Health-hazard evaluation report HETA 89-183-2101, Andrew Jackson Junior High School, Cross Lanes, West Virginia

Abstract

In response to a request submitted by teachers and the principal of the Andrew Jackson Junior High School (SIC-8211) in Cross Lanes, West Virginia, an evaluation was undertaken of possible hazardous conditions at the site. The symptoms experienced by the teachers included numbness and tingling of the extremities, upper airway irritation, eye irritation, inability to concentrate, and comfort complaints of too hot and too cold. The single story school building was constructed as an open space classroom configuration. It was heated, cooled and ventilated by nine individual roof mounted air handling units with ducted air supply. The false ceiling space served as the return air duct to the system. During 1981 to 1983 this open space was converted to approximately 30 classroom areas by erecting walls. The heating, ventilation, and air conditioning systems were modified only by adding a false ceiling return air plenum to accommodate the space conversion. The school had been treated for termite infestation by sub slab injection of chlordane (57749) and direct in room application of chlorpyrifos (2921882) (Dursban) and Diazinon (333415). Fluorescent light ballast burn outs over several years introduced Aroclor-1254 (11097691) into the building which was not effectively removed by the ventilation system. Recommendations were made to reduce the exposure potential to chlordane and Aroclor-1254, improve the ventilation of the classrooms, and improve the indoor air quality of the school.« less

  • In response to a request from the management of Eagle Convex Glass Company, Clarksburg, West Virginia, an evaluation was made of possible worker exposure to hazardous conditions resulting in occupational pneumoconiosis, hearing loss, and cumulative trauma disorders. The company produced a wide variety of speciality glass products for the automotive, furniture, and major appliance industries, employing 171 workers over three shifts. Hydrofluoric-acid concentrations ranging from 0.34 to 3.0mg/cu m were measured in the etching department. Analysis of the two solvents used in the decorating department indicated one contained mostly C10 to C11 alkyl substituted benzenes plus naphthalene. The following compoundsmore » were also identified: trimethylbenzene, methyl-ethyl-benzene, and indan. Noise levels in excess of the NIOSH Recommended Exposure Level of 85 decibels-A, as a time weighted average, were found in some departments. Respirable dust levels ranged from 0.08 to 0.20mg/cu m. Symptoms consistent with hand/wrist, shoulder, and neck cumulative trauma disorders were noted among 20 to 30 percent of the workers in the decorating, processing, mirror and polishing departments. The authors conclude that some workers were potentially exposed to cumulative trauma, acid mists, and noise. The authors recommend specific measures, including work practices, ergonomic changes, a hearing conservation program, and a respiratory protection program.« less
  • In response to a request from the International Brotherhood of Electrical Workers, Local 425, an evaluation was made of possible asbestos exposures to electrical workers employed by Chapman Corporation engaged in electrical rewiring tasks on a boiler at the Albright Power Station, Albright, West Virginia. At the time the survey was undertaken, a complete refurbishing of boiler number 3 was being performed, part of which included an asbestos-abatement project. The electricians in question did not work inside the asbestos-containment area during the survey, but they did perform work outside and around the asbestos-containment area. Air sampling results indicated that asbestos-fibermore » releases did occur outside the containment area. Bulk samples of settled dust revealed asbestos contamination in the work areas surrounding the boiler. There were several deficiencies in the abatement program, including the lack of adequate containment and breaches in the enclosure. The study concludes that workers in the vicinity of this boiler had potential exposure to airborne asbestos fibers. Recommendations are made to help management representatives minimize potential risks through the establishment of a comprehensive asbestos-abatement program and policies.« less
  • In response to a request from the Superintendent of Schools in the Laramie County School District Number 1, an investigation was made of possible hazardous exposures to workers at the Johnson Junior High School (SIC-8211), Cheyenne, Wyoming. Teachers began reporting problems in the school shortly after they occupied the building in 1983. The most common problems included runny nose, hoarseness to the point of losing the voice, upper respiratory problems, and eye irritation. Airborne fiberglass (14808607) concentrations were not high, but fiberglass dust was visible on surfaces. The ventilation system was found to be supplying sufficient quantities of air, exceptmore » in one room. Air in the halls in the new wing was too cold. An inspection of the ventilation system revealed that there was a general deterioration of the fiberglass lining inside the ducts. Emissions generated from the metals shop were not being adequately vented as illustrated by high formaldehyde (50000) levels, smoke emission and odors. Storage of chemicals in the Technical Arts Room lacked proper ventilation to control volatile solvent emissions into the area. The authors recommend that the fiberglass lined ducts should be replaced, the heating, ventilation and air conditioning system should be adjusted, water damaged ceiling tiles should be replaced, local exhaust ventilation should be installed in the Metals Shop, and the school system should develop a Hazard Communication Program.« less
  • In response to a request from employees of the Planning Research Corporation, Virginia Beach, Virginia, an investigation was undertaken of possible hazardous conditions existing at that site. The employees reported headaches, nausea, eye irritation, sore throat, unusual fatigue or sleepiness, nasal discharge or sinus congestion. These were experienced by 10 to 20% of the workforce. The average environmental carbon-dioxide (CO{sub 2}) concentrations ranged from a low of 1625 parts per million (ppm) to a high of 2400ppm. Temperature and relative humidity measurements were usually within the comfort zone. Efforts were underway to create a smoke free environment at this site.more » The ventilation system was inadequate to the task. Employee complaints suggested that there were problems with ventilation and air movement, and this was confirmed by environmental measurements. The author recommends improving the air quality through improvements to the air conditioning, heating and ventilation systems.« less
  • In response to a request from the Director of Vocational Programs for the Northwest School District, an evaluation was undertaken of possible hazardous working conditions at the location. The requestor was concerned about the potential formaldehyde (50000) exposures to students and instructors from the use of formaldehyde cabinet fumigants in the Cosmetology Laboratory. The school, a single building located behind the Northwest High School, is serviced by six separate HVAC systems. The Cosmetology laboratory includes a reception area, a girls locker room/restroom, the laboratory area and dispensary room, and classroom, all serviced by a single HVAC system. Analysis indicated thatmore » inadequate amounts of fresh outside air were being delivered to the occupied space and that carbon-dioxide (124389) levels ranged from 1000 to 1300 parts per million (ppm), exceeding guidelines for indoor air quality. Measurements for formaldehyde concentration reached 2.9ppm, exceeding the short term exposure limit of 2.0ppm.« less
