Industrials urged to fight for reform of interstate natural gas system
Abstract
If the proposed Federal Energy Regulatory Commission (FERC) rules are adopted, they will eliminate discrimination from pipeline interstate transportation programs by opening gas markets to greater competition and introducing a troublesome marginal cost pricing scheme applicable to interstate pipeline's gas costs. Once the new rules are issued, there will be a struggle to implement them at federal and state levels. The failure of industrial users and producers to play an active role may enable pipelines and local distribution companies to prevent the pro-competitive goals from being realized. The author reviews the proposals and industrial reactions. He urges participation by industry in the proceedings.
