The Energy Security Act of 1980 established a program to provide financial assistance to private industry in the construction and operation of commercial-scale synthetic fuels plants. The Dow Syngas Project design has a high-temperature entrained-flow slagging type gasifier, which began operation in 1987. Dow agreed to comply with existing environmental regulations and to develop an Environmental Monitoring Plan (EMP) incorporating supplemental monitoring in areas of potential environmental and health concern, relative to synthetic fuels facilities. The two phases of monitoring in the EMP tests parameters of interest for air, water and solid waste to establish a data base of information that can be applied to resolving environmental uncertainties relative to replication of synthetic fuels plants. The report includes data on particulate testing, fugitive emissions monitoring via air monitors, leak detection, routine process and compliance sampling, and health and safety monitoring.
