Title: Environmental Assessment : Proposed Billing Credits Policy.

Bonneville Power Administration (BPA) proposed a billing credits policy to implement the Pacific Northwest Electric Power Planning and Conservation Act. BPA will offer billing credits to its eligible customers for actions which they take that reduce the obligation of the BPA Administrator to acquire other resources to serve their loads. Billing credits, in the form of an offset to the customer's bill, a cash payment, or a negative credit added to the bill, will be granted for certain conservation activities, resources developed by a customer, or retail rate structures which induce conservation or installation of consumer-owned renewable resources. The potential environmental impacts of this policy would occur when a customer takes an action that it would not have otherwise undertaken, with the expectation of receiving billing credits. The value of a billing credit depends on a number of factors, including BPA's need to acquire resources. If BPA is surplus, billing credits will continue to be granted for conservation although the value will be quite low; no billing credits would be granted for resources other than conservation if BPA were surplus. The major trend in the region which may result from the billing credits program is a slight favoring of conservation over other resources. This trend could result in the environmental impacts associated with the manufacturing and installation of conservation materials, and with the reduction in the impacts of construction and operation of other resources. 32 refs.
