Representative of Tosco Corp., government agencies, environmental groups, and other interested parties spoke individually and participated in panels on the question of loan guarantees to provide Tosco with enough security for synfuel production. The effect of these guarantees in terms of capital diversion, high interest rates, economic need, the purposes of the Defense Production Act, and environmental impacts were among the concerns explored by the witnesses. John D. Lyon presented Tosco's background and the need for a commercial-scale oil-shale demonstration.
