Management of waste cladding hulls. Part II. An assessment of zirconium pyrophoricity and recommendations for handling waste hulls
Abstract
This report reviews experience and research related to the pyrophoricity of zirconium and zirconium alloys. The results of recent investigations of the behavior of Zircaloy and some observations of industrial handling and treatment of Zircaloy tubing and scrap are also discussed. A model for the management of waste Zircaloy cladding hulls from light water reactor fuel reprocessing is offered, based on an evaluation of the reviewed information. It is concluded that waste Zircaloy cladding hulls do not constitute a pyrophoric hazard if, following the model flow sheet, finely divided metal is oxidized during the management procedure. Steps alternative to the model are described which yield zirconium in deactivated form and also accomplish varying degrees of transuranic decontamination. Information collected into appendixes is (1) a collation of zirconium pyrophoricity data from the literature, (2) calculated radioactivity contents in Zircaloy cladding hulls from spent LWR fuels, and (3) results of a laboratory study on volatilization of zirconium from Zircaloy using HCl or Cl/sub 2/.

Using accurate apparatus and a drop'' method, the heat content (enthalpy) of Zr, five Zr hydrides (NH from 1.34 to 4.14), and stainless steel type 316 were measured over the range from 0 to 900 deg C. Using the values for the stainless steel and those from the literature for Mo and Nb, the heat capacities of typical clad samples of the hydrides may be computed additively. Thermal hysteresis of the hydrides was investigated in several cases. NRR contracted with Teknekron Research, Inc. to analyze and evaluate utility management and technical resources for dealing with events like that at Three Mile Island Unit 2. Teknekron (1) analyzed licensee submittals in response to an NRC request to identify management and technical short-term and long-term resources for reacting to TMI-2 type accidents; (2) developed acceptance criteria that specify minimum management and technical (onsite and offsite) resources; and (3) evaluated the adequacy of licensee management and technical resources (onsite and offsite). RECOMMENDATIONS ON THE SAFE HANDLING OF ZIRCONIUM METAL AND ZIRCONIUM ALLOYS
This report amplifies recommendations contained in R.S.P.P. No. 20 on the safe handling of zirconium metal and zirconium alloys. Following a summary of the physical, chemical, and toxic properties of zirconium, the design features necessary to ensure an adequate safety standard in thc construction and installation of plant in process areas, laboratories, and stores are given. Where appropriate, statutory and non-statutory regulations are quoted and used as a framework for specifying operational safety requirements for both normal and accident conditions.
