This report contains 5 appendices pertaining to the storage of petroleum by private industry. The legislative and administrative framework and constraints within the Industrial Petroleum Reserve (IPR) are described. Data on the physical and financial structure of the domestic petroleum refining and importing industry are presented. Those critical aspects of a future curtailment that might impact the design and effectiveness of the IPR, within the overall framework of the Strategic Petroleum Reserve (SPR) are discussed. The principal facility storage options for IPR are the same as SPR. A discussion of the quantity of storage potentially available and estimates of the marginal cost to industry of utilizing empty tankage are presented. Salt domes, mined cavities, and steel tankage are considered. The economic impacts of the IPR are discussed. (DMC)
