Title: Public participation in siting resource recovery facilities; Lesson learned

The authors discuss how it is rare that a resource recovery project can be sited anywhere without an active effort by project planners and their technical consultants to earn public trust in the method by which the site was chosen and in the evaluation of its effects on public health and the environment. Since air quality is so often the focus of public concern over a site or technology, and intuitive public reaction is often at odds with scientific findings, the air quality professional must be attentive to relating technical analyses to values of the affected community, building understanding of the assumptions and the process by which the evaluations are made, and communicating findings of any analysis in a manner which is meaningful to the public and their elected representatives.
