Title: Business competitiveness through strategic/business planning

Impending electric utility industry deregulation is sufficient reason for most electric utilities to spend more time in deep contemplation. If one adds to that the threat of open competition among energy utilities and service providers (like communication and cable companies) for customer ownership and market share, then one clearly understands what is driving utilities to engage consultants to help them develop strategic plans. The strategic planning process is intended to focus and guide the organization in implementing specific strategic and tactical actions that integrate the needs of the business with those of its customers and the markets it serves. This process encompasses assessing utility assets and core competencies, evaluating the myriad of available options to create change, and helping executives make informed decisions on how they will compete in uncharted, evolving markets. The results of these deep and sometimes painful corporate introspections are evident in the decisions and initiatives that one learns about daily in the industry press in the form of major energy utility mergers, disaggregations, diversifications, offshore acquisitions, alliances, and major reorganizations. This paper examines the business and strategic planning process that management consultants use to guide utilities through this quagmire of possible options to develop a road map to achieve competitive advantage and increased shareholder value. This subject is timely and of milestone importance to the industry. Survival necessitates actions and actions carry risks. The strategic planning process attempts to minimize the risks and enhance the probability of surviving and winning.
