Title: Future needs for high-performance training, research, and test reactors

Training, research, and test reactors provide a wide spectrum of services to society. The evaluation of future research needs for reactors is vital as well to consideration of their training function. The currently important areas of research require high-flux reactors with tailored neutron beams and sophisticated associated equipment such as neutron guide halls. There is a perceived need for such high-performance facilities, but a number of complex issues affect the potential upgrading of existing facilities, the development of new facilities, and the provision of research funds to employ them usefully. The first issue is the competition between pulsed beam and reactor neutron sources. A second issue concerns the placement and utilization of high-performance reactor capability. A third issue is the proper balance between research carried out at such central facilities and that carried out at smaller facilities including those with training functions. Desirable and practical steps toward successful resolution of some of these issues are discussed.
