On selecting transmission lines for dynamic thermal line rating system implementation

Upgrading all transmission lines to improve the steady-state security of a power system is ideal but is hard to justify financially. The economic justification is harder to get if such upgrades are to prevent contingent overloading conditions which might not happen. For a thermally limited system, a Dynamic Thermal Line Rating (DTLR) system has long been considered as a possible means for deferring line construction or upgrading to alleviate thermal overloading problems. Since it would be needlessly expensive to install such a system on all lines, economics dictates that an intelligent selection of candidate lines be made. This paper presents a systematic approach to selecting the candidate lines on which an implementation of a DTLR system will have the biggest return and determining the economic value (i.e., fuel cost savings) of such undertaking.
