Volume 9 is designed to provide the basic tools, concepts, and techniques of financial management needed to analyze capital energy conservation projects. Capital budgeting is discussed in Section 1 followed by a complete discussion in Section 2 on capital budgeting principles, ranging from the concept of the time value of money to capital rationing. Each concept is discussed in detail and then illustrated by means of an example. These examples show a step-by-step procedure in the use of the concepts. Section 4 is devoted to technical and financial data needed to analyze energy conservation projects. Emphasis is placed on adjusting energy savings to reflect escalating fuel prices. Various forms that can be used for recording data are explained, and the appendixes contain blanks for practice. A comprehensive discussion of the various techniques for investment analysis and decision making appears in Section 5. These are classified into three categories: first-level methods (payback, ROI, etc.); second-level methods (net present value, internal rate of return, discounted cash flow); and specialized methods (designed for certain types of capital energy conservation projects). Section 6 includes a list of other factors which a decision maker must consider.
