The strategic defense initiative
This book presents the major issues on both sides of the SDI debate. Contributors evaluate the program's possible objectives, including providing an alternative to deterrence by the threat of nuclear response, enhancing deterrence achieved by increasing the survivability of retaliatory forces, and gaining nuclear advantage through technological superiority. They also examine U.S. force structure and its effect on arms control and review Soviet perceptions of ballistic missile defense and the potential of a Soviet breakout from the ABM Treaty. Regarding the issue of feasibility, the contributors describe the availability and limits of technology, the survivability of a defense against attack, the cost-exchange ratio for the defense, and the direct and opportunity costs of SDI to the nation.
