Title: The role of risk in environmental decision making: The SAB integrated risk project exposure and health subcommittee

The US Environmental Protection Agency Science Advisory Board (SAB) is updating the 1990 report, Reducing Risk: Setting Priorities and Strategies for Environmental Protection. The Integrated Risk Project is being conducted by 4 ad hoc subcommittees, with oversight and direction from a multidisciplinary steering committee. The project will produce an integrated list of risks to human health and the environment and cost-effective options for reducing those risks. The Health and Exposure Subcommittee`s goal is to assess human exposure (and their consequences) to various environmental pollutants and to consider advances that might be made in methodologies for ranking health risks as part of developing an updated ranking of the relative risk of different environmental problems which impact human health. Four pilot approaches are currently under consideration: a stressor-based approach which would start with an identified environmental stressor and develop human health impacts; a health endpoint-based approach using mortality/morbidity data, associated epidemiological data, and time trend data on environmental toxicants to back-extrapolate from known (and suspected) environmentally-mediated adverse health effects to environmental stressors; a source/distribution-based approach working from emission/discharge source categories to develop quantitative estimates of the incidence of various health endpoints and an ultimate ranking; and a refined stressor-based approach which would address the distribution of exposures across the general population in evaluating health impacts.
