The Chinese nuclear test at Lop Nor on October 5 and recent U.S. accusations that China had violated bilateral commitments to abide by the Missile Technology Control Regime (MTCR) by transferring M-11 missile components to Pakistan have prompted renewed focus on Beijing`s defense and arms transfer policies. While much about Chinese military budgets and program remains closely guarded from foreign eyes, a great deal of information about defense modernization is nonetheless available from official statements and statistics, and conversations with military officials and visits to military units.
