Title: Spill prevention, control, and countermeasures plan for the Oak Ridge Y-12 Plant. Volume I

A Spill Prevention, Control, and Countermeasures (SPCC) Plan is a carefully written, facility-specific plan for preventing and responding effectively to spills of oils or hazardous substances. This plan has been prepared in accordance with good engineering practices and has the full approval of facility management at a level with authority to commit the resources necessary to support it. All SPCC Plans must be reviewed and certified by a Registered Professional Engineer. This SPCC Plan satisfies these requirements and contains many provisions that go beyond the minimum requirements of the regulations. A quick reference spill response flow chart is provided at the front of this plan. Spill response materials and equipment are stored near tanks and drum storage areas and other strategic areas of the plant to facilitate spill response. All Oak Ridge Y-12 Plant personnel and subcontractors are required to have initial spill and emergency response training before they can work on-site. This training is received as part of the General Employee Training (GET) program. As a result of this training, all personnel are aware that the Plant Shift Superintendent`s (PSS) office should be called (574-7172) for any spill or other emergency. This pertinent information is also included on the GET card that is received and must be carried by all personnel who work on-site.
