Abstract

A summary of waste processing treatment and disposal information as extracted from many documents on the various aspects of the general problem is measured. The material in this report is intended to serve as background for a program proposal at ORNL covering waste processing for fission product recovery waste treatment and handling, and ultimate disposal of high-level, intermediate- level, and low-level radioactive wastes. In addition to an introduction to the complex of problems in waste treatment and handling, a summary of various ultimate disposal schemes, and related studies, the report catalogs information papers on phases of: waste solution characteristics; economics; predictions of activiiy and volume buildup in a nuclear power economy; potential health hazards of fission and transmutation products; waste storage, decay, and shipment prior to ultimate disposal; fission product recovery processes and utilization; treatment and disposal of intermediate and low-level wastes; reviews of engineering studies of problems at existing processing plant waste disposal sites; disposal of wastes in tanks; disposal of wastes in deep wells; disposal of wastes in salt-domes, underground formations, and the ocean; self-sintering at elevated temperatures a method of ultimate disposal; and a master reference list of pertinent documents. The quantity and type of liquid waste anticipated from a plant of this type are itemized. An estimated radioactive level is assigned for each type of waste for both corrosion product and fission product contummation. The same is done for all solid wastes. Evaporization, demineralazation, and dilution are evaluated in terms of cost, reliability, and operability as alternate forms of liquid waste treatment. Radioactive waste in the United states is categorized based on its source, radioactivity, and security risk. The categorization method employed by the Nuclear Regulatory Committee (NRC) for low-level radioactive waste is not currently applied to any waste generated by the Department of Energy (DOE) or disposed of in DOE facilities. As a result, there is a large volume of DOE-generated waste with characteristics similar to the NRC’s “Greater than Class C” (GTCC) waste category which presently do not have a path for long-term disposal. A discussion of tank-storage management of high-level-activity liquid wastes is presented in which information is given on classification of wastes, service life of tanks, economic aspects, and hazards of tank storage. Other discussion is included on treatment of liquid wastes by adsorption, ion exchange, and reduction to solids, and on final disposal methods. Information is also included on recovery of fission products. A proposed flow diagram for Sr recovery from Purex 1 WW is given along with discussion of Hanford Purex waste handling, shipment of Hanford fission products, and incorporation of /sup 137/Cs in glass.

STATUS REPORT ON HANDLING AND DISPOSAL OF RADIOACTIVE WASTES IN THE AEC PROGRAM

Technical Report

The waste disposal standards of the AEC are briefly outlined. The present waste situation is discussed, with emphasis on high-level liquid wastes as the major waste problem in the AEC today is measured by dollars, curies of radioactivity, and potential health hazard. All the other kinds and categories of wastes, though significant, are several orders of magnitude less important. The other types of wastes discussed at length are low and intermediate level liquid wastes, solid wastes, and gaseous wastes. Estimates of future wastes are given.
