A method to permit objective comparisons of physical security is under development and is expected to be useful in the optimization of system design and in cost benefit analysis. The procedure involves identifying the possible or potential characteristics of a postulated adversary, the countermeasures to deny or diminish adversary success, and the response capabilities of the defender. These, in conjunction with system definition information, are evaluated by the use of analytical models which provide a means of ranking systems against threats. This is a report for the phase I portion of a four phase program. During Phase I, preliminary studies for using disturbed processing networks, adaptive learning networks and fiber optic data links in a fixed site physical security system were completed. A preliminary distributed processing network has been designed upon data requirements at a nuclear weapons storage site, and several hardware alternatives have been identified. It was prepared by the MITRE Corporation under a contract with the Nuclear Regulatory Commission (NRC). The NRC contract number is NRC-04-77-114; the corresponding MITRE project number is 24130.
