Title: Keys to opening the nation`s first deep geological repository in 1998

After some 40 years of efforts and 20 years of site-specific studies in the United States of America (USA), at the end of 1995, the U.S. Department of Energy (DOE) Carlsbad Area office (CAO) is on schedule to open a deep geological repository for safe disposal of transuranic waste (TRUW) at the Waste Isolation Pilot Plant (WIPP) site in April 1998. In the current legal, regulatory, and political environments, the timely opening of the WIPP is a virtual reality. A focused organization, well-defined mission, early and iterative interactions with the regulators, oversight groups, and stakeholders in the regulatory process, and strong local support are some of the keys to this progress. However, the timely opening of the WIPP in 1998 could be challenged by changes in national policy and pending laws and regulations.
