Health and Environmental Regulatory (HER) index: A corporate planning, product stewardship and responsible care tool

Products or product lines (portfolio items) are often ranked according to their market growth and profitability potentials. This concept does not currently address the potential for posing health and environmental risks, nor does it formally consider the current/future regulatory climate or the customer/consumer perception of the product. This presentation describes a product screening procedure that addresses all of the above issues in a qualitative to semi-quantitative manner based on three subsystems along a product life-cycle: manufacturing, distribution and the primary customer. Selected end-user aspects are also included. Four release categories (air, wastewater, solid waste and hazardous waste) for each of these subsystems are addressed. Within each subsystem a series of questions are posed. Each question was qualitatively scored based on relationships among additional portfolio items and overall corporate, industry and regulatory benchmarks. Subsystem scores were defined and a portfolio score was developed. The Index was evaluated using eight products. The multidisciplinary project teams provided expert input and a reality check on the results. The implications of the Index to the business and corporation are discussed. Some of the values identified were that this process enables the business team to better understand its products, be proactive and not reactive to internal and external pressures, and partially fulfill the needs of a product stewardship program.
