Summary engineering description of underwater fuel storage facility for foreign research reactor spent nuclear fuel
This document is a summary description for an Underwater Fuel Storage Facility (UFSF) for foreign research reactor (FRR) spent nuclear fuel (SNF). A FRR SNF environmental Impact Statement (EIS) is being prepared and will include both wet and dry storage facilities as storage alternatives. For the UFSF presented in this document, a specific site is not chosen. This facility can be sited at any one of the five locations under consideration in the EIS. These locations are the Idaho National Engineering Laboratory, Savannah River Site, Hanford, Oak Ridge National Laboratory, and Nevada Test Site. Generic facility environmental impacts and emissions are provided in this report. A baseline fuel element is defined in Section 2.2, and the results of a fission product analysis are presented. Requirements for a storage facility have been researched and are summarized in Section 3. Section 4 describes three facility options: (1) the Centralized-UFSF, which would store the entire fuel element quantity in a single facility at a single location, (2) the Regionalized Large-UFSF, which would store 75% of the fuel element quantity in some region of the country, and (3) the Regionalized Small-UFSF, which would store 25% of the fuel element quantity, with the possibility of a number of these facilities in various regions throughout the country. The operational philosophy is presented in Section 5, and Section 6 contains a description of the equipment. Section 7 defines the utilities required for the facility. Cost estimates are discussed in Section 8, and detailed cost estimates are included. Impacts to worker safety, public safety, and the environment are discussed in Section 9. Accidental releases are presented in Section 10. Standard Environmental Impact Forms are included in Section 11.
