Title: The UN Convention on EIA in a transboundary context: A historical perspective

This article has been prepared to describe the development of the Espoo Convention. The origins of the Convention, the concepts and principles that were considered and agreed upon, and the evolution of the document through the course of the negotiations are described. It has been prepared for the Seminar on the History, Effectiveness, and Practical Application of the UN ECE Convention on Environmental Impact Assessment in a Transboundary Context, held in Oslo, Norway.
