A theoretically-sound assessment procedure which provides a reliable and precise measure of residual strength given the observed damage and applied loads has been developed for degraded gas/oil transmission pipelines under combined loads. The safe and practicable employment of the new technique relies on the ability to correctly define the magnitude of axial bending and compressive stresses, which act in concert with the pressure-related stresses, for a pipe having a discrete metal loss region. As part of a three-phase study designed to provide a readily-usable and reliable procedure superior to common used evaluation guidelines, an engineering model based on elastic shell theory has been developed and incorporated in a computer program suitable for use on a personal computer. The new methodology allows for accurate definition of combined applied stresses and geometry of the degraded region. This paper comprises Part 2 of a two-part paper discussing development of the improved methodologies, and provides detail on the evolution and application of the engineering model embodied in the SAFE (Shell Analysis Failure Envelope) computer program.
