Making the most of the competitive marketplace

Municipal Utilities are now faced with an almost unique opportunity for renewing their mandate for service. The development of a competitive marketplace, thanks to the Energy Policy Act of 1992 and the existence of significant surpluses in many areas created this opportunity. Objectives for utility focus and consideration are discussed for the following areas; (1) reliability, (2) suitable service, (3) fixed rates, (4) flexibility, (5) creativity, (6) contract details, (7) transmission access, (8) transmission pricing, (9) stranded investments, and (10) simplicity in regulatory aspects.
