From zero to 425 MW of wind power by 2002: Minnesota`s experience in getting there

In 1994, Minnesota was an interesting place for wind energy activities. Perhaps the most significant developments in terms of magnitude and impact were (1) a legislative mandate requiring Northern States Power to have 225 megawatts of wind-generated power by 1998 and 425 MW by 2002 and (2) the opening NSP`s and Minnesota`s first 25 MW wind farm on Buffalo Ridge in southwestern Minnesota. Other significant activities were: (1) the report and recommendations of EQB`s Power Plant Siting Task Force on Wind Power in Minnesota for modifying the siting and environmental review process for regulating wind energy facilities; (2) NSP`s regulatory filings with the Public Utilities Commission for a certificate of need and the EQB for a certificate of site compatibility; and (3) NSP`s request for proposal for up to 100 MW of wind generation.
