The necessity of careful consideration of reliability at the stage of design and production is today a matter of common knowledge. The development and commissioning of complicated technical systems potentially dangerous to the population and environment has made the problem of reliability more acute. The danger of such complicated technical systems, nuclear power plants, for example, is explained not by their non operation but mainly by the fact that the failure may result in not only great economical losses, but it may bring the threat of life for the staff and population, and harmful environmental issues. Consideration of the above turned to be the reason why these systems are operated only with units important for safety (protection). The systems important for safety (SS) do not allow one to improve reliability indices for the object of protection and control (PO), but realize the function of prevention of emergencies at PO transferring dangerous failures into non dangerous ones. The combination of PO and SS is PO-SS system. The problem of ``Protection Object-Safety System`` system reliability is very important, and, thus, it defines urgent necessity to estimate PO-SS reliability indices taking into consideration the effects of failures and interrelations of compounds. Here, operation process of ``Protection Object-Safety System`` system is studied and consequence-specific failures of system elements are classified in the paper. Two types of indices are introduced, namely, non accident and shutdown free indices. Methods of obtaining of these indices are presented. The task of search of optimal modes for preventive control of the system is solved.
