To prevent groundwater contamination from landfills, mining facilities, and transfer stations, the customary focus has been on hydraulic containment through the use of liners and collection system. However, it is not the seepage that is the concern, but the solutes dissolved in it. Hence, the more recent emphasis is on attenuation of contaminants by filtration, sorption, neutralization precipitation, ion exchange and other mechanisms. An opportunity exists to improve confidence in liquid and contaminant migration control when it is necessary to use control fill material to adjust the elevation and alignment of site subgrades. This study investigates the properties of an Appalachian bituminous fly ash and clean mine spoil as potential environmental facility subgrades. The work reported herein includes a first flush extraction of the leachable lead content present in both materials. The focus is then on batch sorption tests to establish a baseline distribution coefficient (Kd) and column permeation tests to verify the batch test results for each material. Using the K{sub d} values obtained from the batch tests, ``breakthrough`` of the lead was predicted for column test samples. Also, during column permeation, effluent pH and specific conductivity, as well as hydraulic conductivity (permeability) were monitored for each sample. The latter was studied to determine if the leachate had any adverse effect on the performance of the residual soil as a liner material.
