Title: An unattended spent fuel monitoring system at the La Hague reprocessing plant. Experience gained with the system, its impact on the safeguards approach and future applications

The paper describes the user and technical specifications put forward by inspectors in order to fulfill the safeguards requirements specified in the facility attachment and for the verification of spent fuel assemblies received at the reprocessing plant. It also addresses the technical options and design made by the developer, Department des Applications et de la Metrologie, (CEA/DAMRI), in developing the CONSULHA as well as constraints encountered during the installation in the dry unloading cell at the reprocessing facility. Specific points, such as purchasing and running costs, maintenance of the equipment, authentication of the data recorded and training of inspectors, are also discussed. Furthermore, it looks into the prospect of such a system for future safeguards application. Finally, the paper summarizes the experience gained by the inspectors with the equipment and the impact of the safeguards approach on the spent fuel storage ponds.
