Title: Remediation of Occupied Commercial Property Subject to Widespread Radium-226 Contamination - Confidential Client in the South-West of England - 12570

Abstract

AMEC was contacted by a company that managed commercial office space in 2010. High Rn- 222 measurements had been observed throughout the facility and the landlord had been advised to commission a radiological survey of the site. The site had been purchased by the client in the 1990's. Initial desk studies found that the building had operated for around 50 years as a compass factory. Non-intrusive investigation identified widespread Ra-226 contamination. Ra-226 was found in the fabric of the building, in attic spaces, buried under floor boards and underlying car parks. Intrusive investigation was undertaken to estimate volume(s) of waste, waste categories, activity concentrations and the total inventory of radioactive materials on site. This work identified the presence of 180 GBq of Ra-226 on site. A programme of work is currently underway to remediate the site tackling areas posing the greatest risk to site occupants as a priority. We have worked closely with Regulators, our client, and tenants, to decontaminate the fabric of the building whilst areas of the building remain occupied. The radiological risk, from irradiation, ingestion and inhalation (of Ra-226 and Rn- 222) has been assessed before, during and after intervention to minimise the risks to site occupants.more » Tenants were moved from areas of unacceptable radiological risk to areas unaffected by the presence of radioactive materials. Rn-222 mitigation measures were installed during the remedial operations to minimise the hazard from Rn-222 that was liberated as a result of decontamination activities. Decontamination techniques were required to be sympathetic to the building as the ageing structure was in danger of collapse during several phases of work. The first phase of remediation is now complete and the decontaminated building is being returned for use as office space. The radiological risks have been significantly reduced and, in areas where decontamination was not possible (e.g. due to concerns over the structural integrity of the building), mitigation measures have been installed.   • Historically, somewhat limited radiation surveys, limited sampling of soils and other solids, and minimal laboratory analysis have been utilized in addressing NORM during soil remediation, storage and disposition of containerized NORM waste. However, thorough radiation surveys determining both horizontal and vertical extent of contamination, coupled with appropriate sampling and Field Analysis of {sup 226}Ra and {sup 228}Ra have been under-utilized. The results have been varied depending on the perspective used. Some of these include: too much or too little soil being remediated; insufficient labeling of containers; transport of waste with no known container, specific activity level; improper stacking of containersmore » during storage; and decisions on disposal made without the correct activity levels of waste in pCi/g. These, and other project specific factors, can affect the cost of various NORM projects. Consequently, with development of the NORM industry and evolution of disposal options, additional factors, particularly utilization of field deployable instrumentation, should be considered with respect to NORM waste projects.« less
  • The origin of elevated radium-226 in groundwater beneath a sanitary landfill at the Savannah River Site (SRS) was investigated. Nearly one hundred monitoring wells are developed in the Steed Pond Aquifer (SPA), which consists of 100-150 ft of Coastal Plain sand, iron oxides, and minor clay. Wells screened in the upper and middle portions of the aquifer have average Ra-226 between 0.5 and 2.5 pCi/L, and average pHs above 4.7. However, wells screened near the base of the aquifer exhibit higher average Ra-226 concentrations of 2.5 to 4.6 pCi/L, with some measurements exceeding the MCL of 5 pCi/L, and showmore » average pHs of 4.1 to 4.7. These wells are not downgradient of the landfill, and are not impacted by landfill leachate. The Crouch Branch Confining Unit (CBCU) underlies the aquifer, and is composed partly of reduced gray/brown clay with lignite and authigenic pyrite. Gamma ray logs show that the SPA has low gamma counts, but the CBCU is consistently elevated. Groundwater with high radium/low pH also contains elevated sulfate concentrations. pH calculations indicate that sulfate is in the form of sulfuric acid. A model for the origin of elevated Ra-226 levels in deeper SPA wells envisions infiltration of oxygenated SPA groundwater into reduced pyritic CBCU sediments, with consequent oxidative pyrite dissolution, and acidification of groundwater. Then, naturally occurring CBCU radium dissolves, and mixes into the Steed Pond Aquifer.« less
  • One of two boys born in September 1949 who played on U mill tailings between age 8 and 12 was diagnosed as having leukemia at age 15.5. The exposed and control subjects were well matched; they were approximately the same age and both were 1.85 m (6' 1) in height and weighed 75.2 kg (165 pounds). The result obtained by gamma spectrometric method for the exposed subject was 0 +/- 17 Bq (0 +/- 470 pCi), while that for the control subject was 4 +/- 15 Bq (100 +/- 400 pCi). The result obtained by the Rn breath method formore » the exposed subject was 4.4 +/- 0.7 Bq (120 +/- 20 pCi), while that for the control was 5.4 +/- 1.4 Bq (150 +/- 38 pCi). These results suggest that the {sup 226}Ra body burden of the exposed subject is within the range of those observed in subjects exposed only through normal food sources, which have a mean {sup 226}Ra content of 1.5 Bq (range: 0.4-4.4 Bq) so that no significant mill-tailing intake is indicated. The best estimate of alpha particle dose to the red marrow from {sup 226}Ra and its decay products was 0.05 mGy at age 14 and 0.10 mGy at age 38. This dose, when compared to that observed in the dial painters, suggests that the leukemia was not caused by uptake of Ra from the mill tailings.« less
  • This paper summarizes an investigation carried out on Polish terrain occupied by Russian Federation military troops. The investigation identified natural environmental devastation, pollution, and contamination. Quantitative estimation of the devastation and its economic evaluation are provided. The results of the investigation are as follows: 406 ha have been contaminated by petrochemical products; 22.7 ha are chemically polluted; and 6,500 ha of underground water, as well as 17.5 ha of surface water, cannot be classified. On 15,300 ha the soil has been degraded, of which landfills comprise an area of 98 ha. No toxic warfare agents have been detected, nor anymore » radioactivity levels exceeding those characteristic of the given region.« less
