We derive expressions for the scattering matrix and the Wigner-Smith delay time, applicable to open systems in two and three spatial dimensions, in terms of a non-Hermitian effective Hamiltonian whose complex eigenvalues give the quasibound state energies of the system. These results are illustrated on an exactly solvable two-dimensional scattering problem and are found to be in excellent agreement with the exact solution.
