Title: Radon Policy in Finland, Achievements and Challenges

Abstract

Finland is a country of high indoor radon concentrations. Since 1980 the authority regulations, guidance, radon mapping and research work supporting decision making have been developed continuously. Clear regulations directed to citizens and authorities form the basis for radon policy. Active mapping work and measurement ordered by private home owners has resulted in 100.000 houses measured. National indoor radon data base forms a good basis for decision making, communication and research. The number of new houses provided with radon preventive constructions has increased remarkably. New radon campaigns has increased measurement and mitigation activity. Furher increasing of public awareness is the key challenge.

  • Radon progeny in ground level air shows one maximum in midwinter and one in late summer. A significant minimum in April-May seems to be due to lack of local exhalation and is possibly connected with a high ground water level. The mean THB concentration shows a spring maximum and then decreases as RAC increases toward autumn. In Helsinki city the RAF/RAC ratio is systematically higher than outside town.
  • This article tracks the performance of a 1-million-gallon thermal energy storage (TBS) tank over a six-year period, 1986 through 1991, in a commercial application. Between 1986 when the TES came on line and 1991, the building occupancy rate increased from 40% to 90% while at the same time total cost to charge the TES dropped by 6%. In 1991 the yearly chiller run time (hours) to charge the TES was cut by 52% from the previous year. This article reports on the TES operational and maintenance practices between 1986 and 1990, the problems faced during that period, and the 1991more » modifications that were implemented to improve performance and cut cost.   • Predictions of modern NN interactions for cross sections and spin observables in three-nucleon scattering are displayed. The agreement with experimental data is in general very good, but there are challenging exceptions, which might point to deficiencies in the dynamical input. First results including three-nucleon-deutron scattering below and above the three-nucleon breakup threshold are shown, which illustrate the complexity of composite particle scattering. A systematic study covering all possible breakup configurations is discussed, where those configurations are identified, which are totally insensitive to the choice of the specific NN interaction and those, which are very sensitive. Similarly those scattering observables whichmore » do not scale are shown. Finally an application of the interacting three nucleon continuum to exclusive and inclusive electron scattering on {sup 3}He is described and first results are compared to data.« less
