Renewable portfolio standards: still No good reasons

The rebuttals by Christopher Cooper and Benjamin K. Sovacool to my article questioning the need for a national RPS leave their case as weak as ever. They provide no model that might help readers approach the foundational question: why should Congress enact this economically inefficient environmental policy when wide-ranging regulations, implementation plans, and emissions markets are in place, functioning reasonably well, and can be modified as new information arrives?
