We assume that weak bases of flavors (u,c){sub L,R}, (d,s){sub L,R}, (e,{mu}){sub L,R}, ({nu}{sub e},{nu}{sub {mu}}){sub L,R} are the S{sub 3} doublet and t{sub L,R}, b{sub L,R}, {tau}{sub L,R}, {nu}{sub {tau}}{sub L,R} are the S{sub 3} singlet and further there are S{sub 3} doublet Higgs (H{sub D}{sup 1}, H{sub D}{sup 2}) and S{sub 3} singlet Higgs H{sub S}. We suggest a S{sub 3} invariant Yukawa interaction, in which masses caused from the interaction of S{sub 3} singlet flavors and Higgs are very large and masses caused from interactions of S{sub 3} doublet flavors and Higgs are very small, and the vacuum expectation value <H{sub D}{sup 1}>{sub 0} is rather small compared to the <H{sub D}{sup 2}>{sub 0}. In this model, we can explain the quark sector mass hierarchy, flavor mixing V{sub CKM}, and measure of CP violation naturally. The leptonic sector mass hierarchy and flavor mixing described by V{sub MNS} having one maximal and one large mixing character can also be explained naturally with no other symmetry restriction. In our model, an origin of Cabibbo angle is the ratio {lambda}=<H{sub D}{sup 1}>{sub 0}/<H{sub D}{sup 2}>{sub 0} and an origin of CP violation is the phase of H{sub D}{sup 1}.
