U.S. EPA and solid waste: Ruckelshaus looks back and ahead
The US Environmental Protection Agency celebrated its 25th anniversary in December 1995. As it is when humans reach an important anniversary, EPA has now embarked on its next 25 years. It does so at a time when it is promoting the successes of the past decade and a half while at the same time is absorbing criticism and budget reductions in Congress. To look both back and ahead, the first US EPA administrator, William Ruckelshaus, now chairman of Browning-Ferris Industries, Inc. (BFI, Houston), was interviewed specifically about EPA`s solid waste programs and policies. Ruckelshaus was EPA administrator from 1970 to 1973 and again from 1983 to 1984. As a sidebar, various views of EPA, as expressed on and about its 25th anniversary, are reproduced.
