Title: Overcoming alternative on-site sewage system barriers

The Washington Department of Health conducted a study to identify significant barriers to the use of alternative on-site sewage systems in the 12-county Puget Sound region of western Washington State. Five consequential barriers were identified including: (1) low public acceptance because of general perceptions that alternative systems were prone to failure, (2) high cost, (3) state rules and polices, (4) review and approval processes of local health department, and (5) lack of reliable information regarding the performance of alternative technologies. Strategies to overcome the identified barriers were recommended such as streamlining requirements for state approval of new technologies, review of existing system design standards to eliminate features that add unnecessary costs, establishment of more comprehensive operation and maintenance programs, collection of quantitative field performance data, and expanded dissemination of information concerning alternative system performance and availability.
