Title: The ISO 14001 EMS implementation process and its implications: A case study of Central Japan

Abstract

This study aims to investigate the ISO 14001 implementation process and its implications for regional environmental management. The region of Central Japan was chosen for this case study. The study focuses on selected issues such as the: (1) trends and motives of private firms in the implementation of an ISO 14001-based environmental management system (EMS); (2) obstacles during system implementation; (3) role of the system in enhancing environmental performance within the certified organization; and (4) relation between the major stakeholders, local citizens, governments, and firms after adopting the system. To achieve these objectives, a questionnaire survey was mailed to all certified firms in the region. A 58% response was achieved overall. The results show that the main aims behind the adoption of ISO 14001 by firms in the Bhubu region are to improve the environmental aspects within the enterprises and to enhance the employees' environmental awareness and capacity. The results have also shown that the ISO 14001-based EMS has had a great effect on a firm's environmental status as certified firms have claimed that natural resources such as fuel, water, and paper consumption have been more efficiently managed after adopting the system. Implementation of the system causes the firms tomore » consider the role of the local people and the government in more effectively involving the local people in the firm's daily environmental awareness among the local people. Adopting the system also promotes a better relation within the enterprises affiliated to the same group, such as more attention given by the parent firms towards other firms working for the same group, or branches--mainly small and medium sized enterprises--in the field of EMS. Finally, the results show that firms give serious consideration to their final products' impacts on the environment. In other words, attention is given to life cycle analysis (LCA) among certified firms.« less

  • Expecting the first international environmental management systems (EMS) standard to be in print and official by mid-summer, several U.S. companies are moving ahead with early certification plans. In fact, SGS-Thomson Microelectronics has claimed the first facility certification in the U.S. to the draft international standard (DIS) version developed and approved by the International Organization for Standardization (ISO). This certification refers to the EMS specification standard identified as ISO 14001, which provides for the basic tenets of an environmental management system. Austria, Switzerland, and Turkey adopted an early committee-draft (CD) version of 14001. The Japanese Ministry of International Trade and Industrymore » (MITI) is asking companies to prepare new environmental-management plans that conform with 14001 by the end of 1996. Some Japan observers speculate that MITI is using the 14001 process to spur Japanese companies into raising environmental performance levels. Already, 30 companies are DIS 14001 certified. The U.S. firms that have been taking a wait-and-see approach may want to reevaluate their positions, suggests Joseph Cascio, chairman of the U.S. Technical Advisory Group (TAG) developing the U.S. position on the EMS standards. {open_quotes}The benefits may far outweight the risks,{close_quotes} Cascio says. {open_quotes}While it is true that there is not a product-quality driver in ISO 14001 as in ISO 9000, there are other drivers having to do with reliable management of environmental obligations, reduced risk, potential regulatory relief, and satisfying customer demand for responsible environmental behavior.   • The ISO 14001 Environmental Management System (EMS) standard brings environmental concerns into the mainstream of business operations by providing a framework for balancing and integrating environmental and economic interests. ISO 14001 requires that an organization develop an environmental management program that describes all of its environmental objectives and targets and how each will be achieved. The program must include a specific plan that details the actions required to meet each objective and target, the person(s) responsible for meeting each objective, and a time scale for when each target will be attained. Objectives and targets can be prioritized within the program,more » but all objectives must be included. This article outlines the benefits of developing an EMS, explains the ISO 14001 EMS standard, and provides detailed step-by-step guidance on what to do to become ISO 14001 certified.« less

  • The Idaho National Engineering and Environmental Laboratory (INEEL) received ISO 14001/EMS certification in June 2002. Communication played an effective role in implementing ISO 14001/EMS at the INEEL. This paper describes communication strategies used during the implementation and certification processes. The INEEL achieved Integrated Safety Management System (ISMS) and Voluntary Protection Program (VPP) Star status in 2001. ISMS implemented a formal process to plan and execute work. VPP facilitated worker involvement by establishing geographic units at various facilities with employee points of contact and management champions. The INEEL Environmental Management System (EMS) was developed to integrate the environmental functional area intomore » its ISMS and VPP. Since the core functions of ISMS, VPP, and EMS are interchangeable, they were easy to integrate. Communication is essential to successfully implement an EMS. (According to ISO 14001 requirements, communication interacts with 12 other elements of the requirements.) We developed communication strategies that integrated ISMS, VPP, and EMS. For example, the ISMS, VPP, and EMS Web sites communicated messages to the work force, such as “VPP emphasizes the people side of doing business, ISMS emphasizes the system side of doing business, and EMS emphasizes the systems to protect the environment; but they all define work, identify and analyze hazards, and mitigate the hazards.” As a result of this integration, the work force supported and implemented the EMS. In addition, the INEEL established a cross-functional communication team to assist with implementing the EMS. The team included members from the Training and Communication organizations, VPP office, Pollution Prevention, Employee and Media Relations, a union representative, facility environmental support, and EMS staff. This crossfunctional team used various communication strategies to promote our EMS to all organization levels and successfully implemented EMS activities through VPP geographic units. In summary, the ISMS and VPP process at the INEEL provided the basic framework of management support and worker involvement to implement our EMS. A cross-functional communication team was established to facilitate the implementation with great success. Communication has been an effective tool for implementing an ISO 14001/EMS at the INEEL.« less
  • In March 1997, the Regional Environmental Department of the Regional Municipality of Hamilton-Wentworth initiated a project to develop an environmental management system (EMS) and seek registration to the ISO 14001 Standard. The development of management systems following the ISO 14001 environmental management standard is seen as the next step in the Region's Sustainable Community and Pollution Prevention Initiatives and as a key tool for improving the quality and structure of its services. With an annual budget of $100 million and over 220 employees, the Department is responsible for the delivery of the Region's: water treatment and distribution services, wastewater collectionmore » and treatment services, solid waste disposal and management services, regional planning and development services, and collection of storm water in the City of Hamilton. The goal of the ISO 14001 Initiative is to develop an EMS for these five core businesses of the Department. Although there are a number of reasons why the Department started this initiative, the key reason for the project is to establish creditability with the community and throughout the Regional Corporation that their environmental issues of concern are being addressed in the delivery of municipal services. It creates a structured process for ongoing consideration of community concerns about environmental and service delivery issues by: regular identification and prioritization of the issues of concern; establishing measurable objectives and targets to address the concerns; allocating the resources and defining the structures and responsibilities required to achieve the objectives and targets; and communicating with the community on how their concerns are reflected in the objectives and targets and being addressed through the allocation of departmental resources.« less
