Title: FERC's RTO proposal: A step too timid or a genie unleashed

Abstract

Far from containing mostly generic mush as skeptics had predicted, the Federal Energy Regulatory Commission's Notice of Proposed Rulemaking issued in May holds the potential to break real and perceived logjams in the path of reform. If the general rule proves effective in galvanizing most of the non-ISO-administered industry into moving towards RTOs, there is enough in this NOPR to help set direction in certain areas. In others, more development of Commission thinking and public debate is clearly necessary.
