This report documents the work performed by Pacific Northwest National Laboratory (PNNL) and Washington State University (WSU) supporting an effort to develop control strategies for a 1 MW/3.2 MWh energy storage system (ESS) at Avista Utilities (Avista). The ESS project is funded though the Washington Clean Energy Fund (CEF) program administered by the Washington State Department of Commerce (DOC). A tri-party Cooperative Research and Development Agreement (CRADA), namely the CRADA 360, was created in 2015 to facilitate this work.
